Someone asked a question about an SOT registering them as a post-May dealer sample. I believe that there is a catch-22. You need a Law Enforcement demo letter to buy one as a dealer. If you already own one without the letter, you are technically in violation. If you have a letter and buy one, that should be allowed.

It's not illegal to possess F/A FCG parts or anything and since this is a parts kit w/o receiver, it's good to go. Most kits that come in were once select-fire and so long as you don't have a receiver with the 3rd pin hole and/or auto-sear slot, there's nothing to worry about.
