Who made this front end?

Digging around in a box of ak parts and found this. It is 7.62x39. My buddies, the google machine and I can’t figure it out. As you can see it was neutered at some point. Probably won’t put it together…..but never know how bored I will get. We keep joking it’s Albanian.
